描述信息：Typecho文章通知到telegram，大家可根据需要来下载
使用教程
上传插件到站点根目录/usr/plugins/目录下
在控制台->插件里面找到并开启插件
在打开每篇文章管理中的右侧都有通知开关
参数说明
Bot_Token：
Telegram bot的token，从@BotFather处获得Chatid Or Channel_Name：
群组ID 或者 群组的链接名，如果不需要通知到群组或频道可留空Admin_UserID：
个人的id，从@getiiiid_bot获得你的id，可通知到个人。如果不需要通知到个人可留空
